DLF Attorneys-at-Law has analysed Ukraine’s experimental mechanism for defence innovation procurement, approved by the Government on 13 April 2026, which establishes a formalised pathway from product development to deployment within the Armed Forces. The mechanism introduces a simplified procurement procedure, structured combat testing, and a scaling process for effective solutions — replacing what had previously been an ad hoc and legally uncertain process for developers. Alongside these changes, the Government approved a unified intellectual property management policy for the defence-industrial sector, providing greater legal certainty for technologies created or funded by the state.
