Cabinet of Ministers Resolution No. 661, which entered into force on June 3, 2026, establishes for the first time a formal legal framework governing the transfer and export of weapons and military equipment captured from the enemy — closing a regulatory gap that had left such transactions in a grey area. Kinstellar partners Daniel Bilak and Natalia Kirichenko outline the key provisions: captured equipment may now be transferred to state-founded legal entities for defense research and design work, while exports by authorized state customers under existing security and defense cooperation treaties will not require the standard Cabinet of Ministers approval. The reforms are designed to accelerate the development of countermeasures and facilitate faster engagement of foreign partners in joint technological solutions based on captured hardware.
