Effective 2 June, Ukraine’s Cabinet of Ministers introduced significant updates to the framework for recognising enterprises as critically important and for reserving employees liable for military service during mobilisation and martial law. Among the key changes are tightened average salary requirements for critically important status — now set at no less than three times the minimum statutory salary — stricter reservation quota rules, and updated criteria for Diia City residents, with further amendments on reservation quota calculations and minimum salaries for reserved employees taking effect on September 1, 2026.
