On April 23, 2026, Ukraine enacted Law No. 4834-IX, transposing key EU energy directives and laying the legal groundwork for the integration of Ukraine’s day-ahead, intraday, and balancing markets with European systems. The Law introduces mechanisms for participation in pan-European trading platforms, establishes a framework for Nominated Electricity Market Operator appointment, reforms long-term transmission rights to include financial instruments, and broadens market access for energy communities, aggregators, and active consumers. CMS notes that while the Law marks a pivotal step in Ukraine’s EU integration strategy, substantial regulatory and technical work — including smart meter deployment, flexibility service procedures, and balancing capacity contracts — remains to be completed by the NEURC and other authorities in the months ahead.
