CMS Analyzes Ukraine’s Amended Land Valuation Methodology and its Impact on Lease and Tax Payments

On 20 April 2026, Ukraine’s Cabinet of Ministers adopted Resolution No. 495, revising the normative monetary valuation (NMV) methodology for land plots — a key indicator used to calculate land tax, state and municipal lease payments, and minimum tax liabilities. The changes introduce lower region-specific valuation coefficients for arable and fallow land in the Zaporizhzhia, Kherson, Mykolaiv, and Odesa regions, partly reflecting the environmental consequences of the Kakhovka HPP destruction, and may result in reduced land-related payments for affected plots. CMS has prepared a detailed overview of the key amendments, their practical implications, and entry-into-force timeline.
