Oleksandr Dombrovskiy

Oleksandr Dombrovskyi is a Ukrainian energy and policy leader whose career combines public service, legislative expertise, and private sector leadership. His experience spans municipal and regional government, national parliament, and senior roles in renewable energy organizations, making him a key bridge between government, policy, and clean energy development in Ukraine.

He is Chairman of the Board of Global 100% RE Ukraine, a public union he co-founded in 2019 to unite Ukraine’s leading renewable energy, energy efficiency, and sustainability organizations. The union brings together key national stakeholders working on clean energy transition and climate policy.

Since 2019, Mr. Dombrovskyi has served as President of MHP Eco Energy, and since 2020 as Vice President of MHP, one of Ukraine’s largest agro-industrial companies, where he leads the implementation of renewable energy projects, green technologies, and energy efficiency solutions.

From 2012 to 2019, he was a Member of the Verkhovna Rada of Ukraine (7th and 8th convocations) and served as Acting Chairperson of the Parliamentary Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety (2015–2019). He was a key contributor to the development of Ukraine’s energy legislation aligned with EU directives on market liberalization, renewable energy, and climate action.

Earlier, Mr. Dombrovskyi served as Mayor of Vinnytsia (2002–2005) and Head of the Vinnytsia Regional State Administration (2005–2010). Before entering public service, he founded one of Ukraine’s first IT and engineering companies.

He holds an engineering degree from Vinnytsia Polytechnic Institute, a Master’s degree in International Monetary Relations from the Institute of International Relations of Taras Shevchenko National University of Kyiv, and a PhD in Economics. He was awarded the title Honored Economist of Ukraine in 2007.
