Lesya Karnaukh

Deputy Head

Lesia Karnaukh was appointed First Deputy Head of the State Tax Service of Ukraine in May 2025 by the Cabinet of Ministers. She previously served as Deputy Head of the State Tax Service and held a range of senior leadership positions across government institutions, demonstrating deep experience in public administration, environmental policy, and legislative coordination.

Born on February 26, 1983, in Yahotyn, Kyiv region, Karnaukh holds a Master of Laws degree from the Odesa National Law Academy, graduating in 2004.

Her public service career began at the State Committee of Natural Resources, followed by roles in the Ministry of Emergency Situations and the Odesa City Heat Supply Utility. She has also held positions at the State Ecological Inspectorate and the Ministry of Ecology, where she served as Director of the Department of Strategic Environmental Policy and later of Strategies and European Integration.

Between 2018 and 2019, she advised the Chairman of the Accounting Chamber, Valeriy Patskan, and from 2019 to 2023, served as Deputy Chief of Staff of the Accounting Chamber. In June 2023, she joined the Kyiv Regional State Administration as Head of the Patronage Service and was later appointed Deputy Head of the Administration under Governor Ruslan Kravchenko.

With over two decades of public sector experience, Karnaukh has built a strong reputation for advancing reforms, coordinating policy across government agencies, and contributing to Ukraine’s alignment with European environmental and administrative standards.
