Roxanne M. Kaufman serves as the President of the International Stability Operations Association (ISOA), providing executive leadership for the organization’s global operations, governance mechanisms, and strategic initiatives. She directs the integration and performance of ISOA’s global chapters and committees, oversees the development and execution of major international programs, works with government and industry partners to ensure that ISOA effectively advances and strengthens public-private cooperation in support of national security and global stability.
Ms. Kaufman serves as a member of the Washington Post Intelligence Council on Global Security, collaborating with government and industry leaders to tackle global security challenges and drive policy-relevant innovation across the public-private divide.
Prior to her tenure at ISOA, Ms. Kaufman held significant leadership positions with the Marine Corps Aviation Association, where she oversaw organizational operations and communications strategy as the Director of Operations and Senior Editor. She is the author of The 100 Years of Marine Corps Aviation History (2012), a comprehensive historical volume selected for the Commandant’s Reading List in 2013, solidifying its enduring institutional value.
Ms. Kaufman’s expertise in military aviation and defense history continues to educate the public to this day. She remains active as a historian and subject-matter contributor, appearing as a guest contributor on Peyton Manning’s Beyond the Battlefield on the History Channel in 2023.
Earlier in her career, Ms. Kaufman supported major defense technology initiatives, including providing program support to the Office of Naval Research’s Electromagnetic Railgun Program and other defense technology programs at Naval Surface Warfare Center Dahlgren Division.
Ms. Kaufman graduated from the University of Mary Washington in Fredericksburg, Virginia, where she documented the college’s 100-year history through oral history interviews.
